Workaround

  1. source /opt/arcgis/server/framework/etc/arcenv.
  2. mv /opt/arcgis/framework/runtime/xvfb/Xvfb/lib64/libss* /opt/arcgis/server/framework/runtime/qt/mv /opt/arcgis/framework/runtime/xvfb/Xvfb/lib64/libcrypto* /opt/arcgis/server/framework/runtime/qt/.
  3. systemctl restart arcgisserver.
