This issue was submitted for the .NET Web ADF which is no longer being developed.Workaround
Based on my testing results, we are able to check out AGS 10.1 license from a WCF service. The key is the WCF Service must be deployed to the IIS and also ensure to disable 32 applications in the IIS App pool. Running/debugging the WCF service from Visual Studio will not work. I don’t know why, but this is what I learned based on my testing results.Steps to Reproduce
