ArcGIS QuickCapture does not inherit the 'Keep track of who created and last updated features.' option in the configuration done on the original layer when 'make a copy of the layers' is checked upon saving the project as a copy.

Workaround
Enable the Keep track of who created and last updated features. option in the Feature Layer Editing configuration manually.
