The tool runs MakeServiceAreaAnalysisLayer, AddLocations, Solve in a script tool. The tool has an optional network dataset parameter. When no network dataset is specified, MakeServiceAreaAnalysisLayer does not fail. Instead, it defaults to the active portal URL. The tool runs successfully and burns credits. (It defaults to the active portal URL, not the active network dataset seen in the Network Analysis drop-down menu from the Analysis tab) The MakeServiceAreaAnalysisLayer tool must not fall back to the active portal URL when None or an empty string is passed as an input. Suggestions to improve the script tool's code: 1. If the user does not want to accidentally use credits or solve the analysis using an unexpected network data source, make the tool's input parameter required. This way, the tool fails immediately if no value is specified. 2. Use the Python solver objects added to ArcGIS Pro to improve the Python scripting workflows. They are easier to use and faster than the older layer-based workflows. Rewrite the script tool to use solver objects and avoid the problem altogether.
