This issue is addressed in ArcGIS Pro 3.5.

Workaround

  1. Copy the locator locally and use it when performing geocoding workflows. It's best to copy it to an SSD drive.
  2. When access to ArcGIS Enterprise is available, publish the locator as a service and use the service for geocoding workflows in ArcGIS Pro. For the best geocoding performance, the locator should never be used from a network location, especially large locators like StreetMap Premium for ArcGIS locators.
