Bug
ArcGIS Pro returns the "Staging failed" error message and prevents publishing when attempting to share a layer with related layers or tables not present in the map, even though the publishing analyzer message returns a warning message.

This issue is addressed in ArcGIS Pro 3.6.Workaround
Add CPTestPointLocation to the map, then 'Share as Web Layer' succeeds.
