Bug
ArcGIS Pro returns the error "ERROR: A row with this OID already exists" when trying to reconcile the branch version with the name 'Q_430321' with the default version in the customer's ArcGIS Utility Network feature service. The root cause of the issue is the 'Pipelineline_ADR' attributed relationship class table. When this table is removed from the database during in-house testing with a backup of the customer's database, the reconciliation then completes successfully.
