This issue is addressed in ArcGIS Pro 3.4.Workaround
Between Steps 4 and 5, navigate to Computer\HKEY_CURRENT_USER\SOFTWARE\ESRI\ArcGIS Online For Pro\SignIn and add a registry value named after the FQDN of the additional ArcGIS Server 10.7.1 (w/ PKI) machine.
