The differences seen in labeling speeds between ArcMap and ArcGIS Pro in this example are explained by the maps using different Maplex labeling Draft Quality settings. Both ArcMap and ArcGIS Pro have a Draft Quality setting that allows to control the quality of placement that the Maplex Label Engine performs. The draft quality placement algorithm doesn't spend much time finding resolutions to label conflicts so it does not place as many labels on the map. This setting is named differently in ArcMap and ArcGIS Pro: - Draft mode on/checked in Pro = Fast in ArcMap - Draft mode off/unchecked in Pro = Best in ArcMap Refer to this documentation https://pro.arcgis.com/en/pro-app/latest/help/mapping/text/labeling-basics.htm to learn more about this setting.
