ArcGIS Pro must have a graphical user interface option to opt in or out of the Esri EUEI (Esri User Experience Improvement) program.

Workaround

Uninstall ArcGIS Pro and choose to Repair (not Remove) the application. On the Ready to Repair the Program dialog box, clear the participation checkbox and proceed to install the repair.

Alternatively, if users have administrator privileges on their computer and know how to edit the system registry, they can change the value of the HKEY_LOCAL_MACHINE\Software\ESRI\ArcGISPro\Settings\EnableEUEI registry key from 1 to 0.
