Additional Information
When the testing is done in ArcGIS Pro 2.3.1 with the same label engines and fonts, there is no performance difference. The default label engine for ArcGIS Pro is Maplex, while the default label engine for ArcMap is standard, and the default font for ArcGIS Pro is Tahoma 10, while ArcMap uses Arial 8.Workaround
Change the label engine in ArcGIS Pro to Standard Label Engine and change the font type and size to Arial 8.
