Additional Information
The ArcGIS Pro installation does not include ST_Geometry libraries. The libraries must be downloaded from MyEsri as stated in the documentation: Get the st_geometry.dll file from My Esri or from your ArcMap or ArcGIS Server installation. (http://pro.arcgis.com/en/pro-app/help/data/geodatabases/manage-postgresql/setup-geodatabase-postgresql-windows.htm).Workaround
