The issue has been addressed in ArcGIS Pro 3.6.Workaround
In versions earlier than ArcGIS Pro 3.6, export the attribute rules, delete the offending attribute rules (QA-2, QA-4, QA-5, and RE-1), and re-import these rules. This reorders the attribute rules and allows the evaluation process to complete.
