Additional Information
The issue is non-reproducible in ArcGIS Pro 2.8. In this scenario, it is assumed the portal is selected in ArcGIS Pro and the user has the right to view the data.Workaround
Make a connection to ArcGIS Online or ArcGIS Enterprise, and add the web scene from the Catalog pane.
