This issue is addressed in ArcGIS Pro 3.3.

Workaround

Remove the quotes from the definition query to allow the filtering of data. Follow the steps below to do so:

  1. Navigate to the definition query and click Edit.
  2. Use the toggle button to enable the SQL mode.
  3. Remove quotes from the applied query: admin = India.
