ArcGIS Pro extensions are not assigned to new members in ArcGIS Online when using the invitation methods "Add members without sending invitations" or "Add members and notify them through email" and checking the "Select all" option for the add-on licenses.

This is fixed and will be available with the next ArcGIS Online update.

Workaround

Do not use the "Select all" option to check all extensions, and select each extension manually.
