With the provided workflow, the latest version of ArcGIS Pro was faster than ArcGIS Pro 2.9. The notes indicate the performance issues began at ArcGIS Pro 3.0.Workaround
While checking off 'Use Service Cache' seems to improve load times, it does not fully solve the issue, as overall project performance degradation is experienced throughout with this option checked off.
