Additional Information
This behavior is as designed in ArcGIS Pro 2.9 since the only option for OGC API Features layers in this is to download the feature layer into a local cache and refresh the cache by readding the layer.
However, in ArcGIS Pro 3.5, improvements were made to OGC API Features layers with the ability to refresh the layer or use an on demand mode (similar to WFS layers in ArcGIS Pro). Refer to the 'Get the most recent data from your service' section in https://pro.arcgis.com/en/pro-app/latest/help/data/services/use-ogc-api-services.htm to try the workflow and see the layer getting refreshed.
Workaround
Upgrade to ArcGIS Pro 3.5 or modify a property on the OGC Features tab of the Layer Properties dialog box to refresh the layer.
