ArcGIS Pro does not honor the folder path of the output location when exporting a layout to a PDF file.

Additional Information
The export dialog uses the project folder as a default location only. Once an export has been executed for a specific export type, ArcGIS Pro defaults to the last folder path for this export type and uses this for all future exports using this file type. This is to accommodate workflows where the required output path is different than the folder path or where it may differ between output types.
