ArcGIS Pro does not allow to edit any value in a row if a field is assigned with a range domain and the value entered in the field is beyond the range set.

This is fixed in ArcGIS Pro 2.4.Workaround
- Remove the domain from the field that has out of range values.
- Change the values in the field containing the range domain such that all the values fall inside the range.
