This issue is indirectly addressed in ArcGIS Pro 2.5 (i.e., a fix to another issue addressed this issue). This is reproducible on ArcGIS Pro 2.4, but not on ArcGIS Pro 2.5, 2.6 or 2.7.Workaround
Create a group layer via Table of Contents instead of Python.
