This is not an issue with ArcGIS API for Python 2.1.0.3 and ArcGIS Pro 2.9.9.Workaround
Create a clone of the default arcgispro-py3 environment and install the pro-notebook-hotfix package by running the command: conda install pro-notebook-hotfix. Install the latest Arcgis API for Python by running the command: conda install arcgis=2.1.0.3 --no-deps --no-pin.
