The issue is not reproducible in ArcGIS Pro 2.9. It is caused by curve segments being present in the data along with the wrong coded value domain being mapped for the field NetworkID in the Calibration Point feature class and Centerline Sequence table.Workaround
Map the domain dLRSNetworks for the field, and densify the curve feature for the tool to execute correctly.
