This issue is fixed in the ArcGIS Pro 3.3.2 patch.Workaround
In the ArcGIS Pro installation folder, a stacsetvies.dat file is created after a new STAC connection is made for the first time after an installation. Delete the stacsetvies.dat file. This resolves the crash and allows you to continue with the Esri workflow. The file appears each time a new STAC connection is created. After deleting the .dat file and creating a new connection, save or keep the .astac file at a location where it can be added to ArcGIS Pro the next time. This bug is resolved in ArcGIS Pro 3.3.2.
