An upgrade is not designed to change the installation folder or other first-time installation selections; an upgrade ensures those same selections are used for the next version. Use the workaround, or uninstall the installed ArcGIS Pro and install the next version using the command line option with required changes.Workaround
Manually switch the licensing method through ArcGIS Pro's graphical user interface (GUI). For more information, refer to

This workaround may not be suitable for all scenarios.
