This issue is addressed in ArcGIS Pro 3.5.Workaround
Esri's recommended workaround is to keep using the transformer in ArcGIS Pro 3.3.2 until a patch release for this bug is available in a future ArcGIS Pro 3.4.x patch release or ArcGIS Pro 3.5.
