This issue is fixed and not reproducible in ArcGIS Pro 3.2.1 and 3.3. It is recommended to update to the latest version of ArcGIS Pro. If the ArcGIS Pro version cannot be updated due to any unavoidable reasons and a fix is required in that specific version (example: ArcGIS Pro 3.1.3), raise a hotfix or patch request.Workaround
