In ArcGIS Pro 2.9, the Portal Privilege Model has changed. The Administrative level of Update Portal Content provides control of the item, including the ability to update features and rows within.Workaround
- Downgrade to ArcGIS Pro 2.8.x. (Note: For users with the downgrade concern affecting their projects, the following documentation confirms the users can open projects created and saved in ArcGIS Pro's latest versions (2.9.x) with previous versions of ArcGIS Pro such as version 2.0.)
- Remove the Update Portal Content (Administrative Privilege) from the custom role.
