ArcGIS Pro 2.9.2 returns an incorrect Mean value from the Summarize Within tool.

Additional Information

When summarizing polygon features, the Summarize Within tool currently calculates an area-weighted mean of the proportional values of the input field, since the tool assumes that the summary field selected is a count field. Therefore, the tool is returning the expected value. Polygon layers are summarized using only the proportions of the area features within the input boundary. When summarizing areas, use fields with counts and amounts rather than rates or ratios, so proportional calculations make logical sense in the analysis. The ArcGIS Pro documentation for the tool will be updated to ensure this is clear. To calculate the weighted mean for a rate-type field (where the raw field value should always be used, regardless of whether or not some of the features fall outside the boundaries of the bounding polygon), use the Overlay toolset so each summary feature falls fully within the bounding polygon.
