Additional Information
The lack of a queued print job indicates an issue with the printer's driver, which converts output from ArcGIS Pro into the printer's native language. Work around this issue by using the 'Print as Image' option in ArcGIS Pro 2.9 and later https://pro.arcgis.com/en/pro-app/2.9/help/sharing/overview/print-a-map-or-layout.htm to perform rasterization in ArcGIS Pro.
The HP DesignJet 800PS printer had an end of life notice by HP in 2007. Esri cannot debug any issue internal to HP's print drivers and can only provide workarounds.
Workaround
Although this can affect the map quality, export the map as PDF and print it from the computer or directly from ArcMap.
