ArcGIS Pro 2.3 crashes on startup when upgraded from 2.2.x, when multiple external fonts (for example, Gulim) are installed on the machine.

Workaround
Remove the multiple TrueType Collection (.ttc) and TrueType (.ttf) of the external font from system fonts (C:\Windows\Fonts). For more information, refer to GeoNet: ArcGIS Pro 2.3 Crashes on Startup.
