Duplicate of BUG-000116859: Fixed in ArcGIS Pro 2.3.Workaround
Czech OS Windows 10 has comma as decimal separator for numbers. When comma is changed to period, the issue is not reproduced.
Change from Control Panel > Clock, Language and Region > Region and language > Additional settings > Decimal Symbol.
