This has been fixed in ArcGIS Pro 2.2 and ArcGIS Server 10.6.1.Workaround
Use 0 code values for the first subtype.Create subtypes / field assignments using ArcGIS Pro, then publish using ArcGIS Desktop for further editing of feature services in ArcGIS Pro. This however doesn't fix previously published or existing feature services.Steps to Reproduce
