This issue is not investigated during the ArcGIS Pro 2.1-2.2 release cycle. This issue is not reproducible when following the equivalent workflow while installing ArcGIS Pro 2.9 and the ArcGIS Pro 2.9.3 patch.Workaround
Install ArcGIS Pro 2.1 and ArcGIS Pro 2.1.1 patch.
