This issue is not reproducible in the current version of ArcGIS Enterprise 11.3 If this issue still impacts your organization, please get in touch with Esri Support Services.Workaround
The problem is the connection to the license information on the new primary/original standby becomes stale after a failover. Stopping standby and restarting the current primary would fix it.
