This is a known limitation to the current default UX (User experience) implemented in Scene Viewer to work with BuildingSceneLayers. Lifting this restriction is under consideration, but there are currently no implementation plans.Workaround
Removing the ExteriorShell layer in ArcGIS Pro before publishing the BuildingLayer as BuildingSceneLayer mitigates this issue. A BuildingSceneLayer without an ExteriorShell layer gets rendered showing all details.
