ArcGIS Online Map Viewer and Map Viewer Classic opens a layer with different default extents if the layer has a custom visibility range.

Additional Information

When opening a layer, the set layer extent is honored. If the same layer is opened in ArcGIS Pro, the same behavior is produced as Map Viewer which is honoring the extent of the layer.

Workaround

Reset the visibility range to default and save the layer.
