ArcGIS Online converts the date and time to the local time zone when data is downloaded as CSV even when the CSV file is originally published with the local time zone resulting in the wrong time.

Workaround

Calculate the time difference between the local time zone and UTC, and add it to the date and time in the original CSV file. Then publish as a hosted feature layer in UTC time zone.

Note: By doing this, when the layer is exported as CSV, the times are converted to the local time zone and match the date and time on the original CSV.
