Additional Information
This issue is as designed. Whoever activates the organization is added as an admin contact. This can be overwritten if the designated admin list is set.Workaround
To set a new administrative contact:
- Sign in to ArcGIS Online as an administrator.
- Click Organization.
- Click Settings.
- Click General.
- Click Administrative Contacts.
- Click 'Manage administrative contacts.'
- Check the new administrator.
- Click Save.
