This issue is non-reproducible.

Workaround

Administrators can delete the ArcGIS Hub sites from ArcGIS Online using the following steps:

  1. Log in to arcgis.com.
  2. Navigate to Organization > Members > Manage items.
  3. Browse the user items, and View item details of the site.
  4. In the Settings tab, uncheck Prevent this item from being accidentally deleted, and delete the site.
