ArcGIS Online administrator accounts cannot access the Members tab of a group they do not own and are not a member of if the group's settings, 'Who can view this group?' is set to 'Only group members' and 'Who can be in this group?' is set to 'Any organization's members' or 'Partnered collaboration and my organization's members only.'

This issue is no longer reproducible. If the issue persists, contact Esri Support Services as additional information is required for further investigation.Workaround
Change the group's settings, 'Who can be in this group?' to 'Any organization's members' or change 'Who can view this group?' to 'All organization members' or 'Everyone.'
