ArcGIS Navigator does not maintain shared routes offline when the app is closed on Android devices.

Workaround

In offline mode, do not close ArcGIS Navigator when maintaining shared routes is necessary. It is acceptable to switch apps, but the ArcGIS Navigator must remain open.

If the Home button is used to background ArcGIS Navigator instead of closing it, the routes appear to be retained.
