Additional Information

On July 1, 2017 Esri retired ArcGIS for Windows Mobile product and users are encouraged to migrate mobile field editing projects to Collector for ArcGIS app or another ArcGIS app available at http://www.esri.com/software/apps.

Workaround

Changing the coordinate system of the data frame is a viable workaround, however, the performance of the service will be degraded.
