Additional Information

This issue will not be addressed as there is a valid workaround, and ArcGIS Mission versions 11.0 and 11.1 are either in retirement or have reached mature support.

Workaround

Search for 'Software Authorization Wizard for ArcGIS Mission Server' in the Windows Start menu and run and configure the software authorization wizard manually to add the license.
