This is a known limitation in the current iteration of the third party software, and the workaround steps suggested should provide user success.Workaround
Users are recommended to install ArcGIS Maps for Adobe Creative Cloud using the per-machine configuration if possible. For users who need to install using the per-user configuration, they should install ArcGIS Maps for Adobe Creative Cloud on an English version of Illustrator. Switch to the English version on the user's profile in the Creative Cloud Desktop App.
