ArcGIS LocateXT Server Tool Geoprocessing Service fails when using installers internally available for installing LocateXT ArcMap Extension 1.3.3 and LocateXT Server Tool 1.3.3 installed on the same ArcGIS Server 10.7.1 machine and returns the following error message, "ERROR 000824: The tool is not licensed."

Additional Information
Using a Esri LocateXT Server Tool 10.8 license with the LocateXT Software Authorization Wizard enables 1.3.3 to work will all versions of ArcGIS Enterprise. Note that only the license for Esri LocateXT Server Tool needs to be version 10.8, other licenses and software can remain as they are. Using a Esri LocateXT Server Tool 10.8 license enables at least one working configuration. Since every configuration works, this specific issue will not be addressed.Steps to Reproduce
