ArcGIS Living Atlas subscriber imagery layers contained within embedded content are unable to be accessed publicly in ArcGIS Experience Builder when an ArcGIS Instant Apps app is embedded in an ArcGIS Experience Builder site.

Workaround

1. Add the item from a URL to the Content page in ArcGIS Online.
2. Store credentials when adding the item for it to be accessed publicly.
3. Add these layers with credentials embedded to the underlying web map for the desired app to be used as expected when shared publicly.
