Additional Information
Some layers in ArcGIS Living Atlas of the World have large numbers of shapes and take too long to load when they are opened at higher zoom levels (Country and World levels). For this reason, the layer's visibility can be set to certain scales on the ArcGIS Living Atlas of the World layer, so that some layers are only visible at lower zoom levels (State, City, or Building levels) as required based on the number of shapes visible at that level. For such layers, it is expected to zoom in to the desired level from the default ArcGIS Living Atlas of the World service extent to the area with shapes to analyze.
Workaround
For ArcGIS Living Atlas of the World layers, add all the associated layers and load at the proper levels (i.e. if tract, state, and county are all present in the layer list, select all and add to the workbook)
