Additional Information

The authorization code is incomplete, there should be a -1010 on the end, e.g. EFL123456789-1010 as per the documentation Example and Note: https://desktop.arcgis.com/en/license-manager/latest/activation-expiry-days.htm

Workaround

Use the universal license borrowing setting in ArcGIS License Manager.
