ArcGIS Insights does not completely render a dataset from an Oracle database in a map card.

This is known limitation. Refer to the following documentation: https://doc.arcgis.com/en/insights/create/create-maps.htm. A warning icon Warning indicates that the map is not displaying all of the features from the dataset. The warning will be displayed for maps with more than 100,000 features within the map extent. Click on the icon to display the number of features being rendered. The complete dataset will still be used for spatial analysis, provided there are no filters or selections, even if the full dataset is not being rendered. Apparently both listed customer's data sizes (348,076 and 1,148,900) are larger than 100,000 features. This is why ArcGIS Insights doesn't completely the rendering.
